Since July 24th, "Du Sui Rui" has strengthened from a strong typhoon to a super typhoon. Beijing has experienced continuous rainfall for more than five days and only truly encountered a yellow rainstorm warning on August 2nd. According to available data, the average precipitation level in Beijing exceeded 277 millimeters on July 29th. The maximum precipitation in the urban area exceeded 780 millimeters, and the most terrifying thing is that the hourly precipitation in Qianlingshan, Fengtai, exceeded 120 millimeters.

My colleague lives in Mentougou, which is known as a "sponge city" demonstration zone. However, faced with this rainfall, Mentougou was completely defeated.

The sponge city not only failed to effectively absorb, retain, and slowly release rainwater, but was instead devastated by this rainfall.

Wherever the flash floods went, the embankments on both sides were washed away, and the asphalt-paved roads were torn apart like paper by the flood. The river channels were filled with debris, wires, and construction materials.

Houses on both sides of the river were almost completely destroyed, leaving behind ruins. One house had a wall damaged, and people inside could be seen cooking from the outside. A bedsheet wetted by the flood was still hanging on an electric wire. The flash floods destroyed houses and disrupted people's lives.

Zhuozhou in Hebei Province also faces the threat brought by the flood. On the morning of July 31st, a town in Zhuozhou received a notice to evacuate due to flood discharge. Most of the town's residents were moved to a safe place. However, some towns were not notified of the evacuation.

On July 30th and 31st, many reservoirs in Beijing chose to discharge floodwaters, but the discharge time was indeed in the middle of the night, and downstream residents were engulfed by the flood while sleeping.

According to the limited information I found, many places in Zhuozhou were affected by the disaster, and most of them did not receive the notification of flood discharge and evacuation from Beijing. The flood came fiercely, and the water level instantly reached more than 2 meters, directly submerging shorter houses. Villagers could only take refuge in high-rise buildings.

There is a video showing that a village in Zhuozhou was trapped with 5,000 people, but this video is no longer available on the internet platform. I don't know why it can't be found.

When facing natural disasters, we always face the trolley problem. In the trolley problem, 90% of people choose to sacrifice one person to save five people. In China, it has always been the minority obeying the majority, and personal interests are always lower than collective interests. But I think these are all prerequisites. In the face of any public affair, the interests of the majority are indeed worth protecting, but whether sacrificing personal interests can obtain corresponding collective interests that belong to oneself, in other words, what is the proportion of my personal interests in the collective interests, and is it worth sacrificing myself for the collective.

It is obvious that the flood discharge does not conform to the above statement. The flood is ruthless, and everyone is gambling with their own lives. The collective life is life, and the individual life is also life. The life of the old man in Beijing and the life of the old farmer in Zhuozhou are both lives. Without notification, privately digging the embankment and discharging floodwaters in the middle of the night is sacrificing lives.
